History of Department of External Observation

Overview

The Department of External Observation (DEO) is the organisation credited as manufacturer of the Exotic Pulse Rifle Graviton Lance. Its only documented link to the game is that weapon. Fans have linked the weapon to a theory about the assassination of John F. Kennedy, but no source confirms it.

Graviton Lance was first offered as a story mission reward for completing Sacrilege, where players chose between it, the Sunshot and the Riskrunner. It is now obtained from Exotic engrams or bought from Xur when he sells it.
