Perses-D is a Legendary Stasis Scout Rifle made by Häkke, with a High-Impact Frame (slow firing, high damage, more accurate when stationary or aiming down sights). Listed perks include Smallbore, Vorpal Weapon, Rapid Hit, Explosive Payload and Headstone, plus the Hakke Breach Armaments origin trait. Flavor text: "Clear your corners."

Acquisition

Introduced with The Witch Queen (Season 16 per the Destiny Game Wiki). Like other Legendary gear it comes from opening Legendary engrams and from faction rank-up packages (the in-game source text). It is part of the world drop loot pool. Craftable/Adept status is not stated in the sources used.
