Bluejay is a post-campaign quest in Lightfall given by Quinn Laghari (the Archivist) in the Hall of Heroes on Neomuna once you finish "Maelstrom". It takes about an hour and unlocks the Partition activity and weekly bounties from Nimbus.

Visit Nimbus.
With a Strand subclass equipped, defeat combatants in the current Vex Incursion Zone to collect 8 Shellcode Fragments, and open a Terminal Overload Key Chest to get a Polymorphic Engine.
Travel to Liming Harbor and complete the Partition activity (Hard Reset).
Return to the Hall of Heroes and repair Bluejay's memorial.
Return to Quinn Laghari to finish.

The quest restores the legacy of Conrad Jain, the hacker-turned-Cloud Strider behind the CloudArk's infrastructure.
