Heavy Does It is the Grand Overture catalyst quest from Banshee-44 in the Tower, originally added with Season 16 (The Witch Queen). You need Grand Overture first. Earlier accounts from 2022 describe a different activity route for the same catalyst.

Defeat 50 Cabal, 50 targets with Power weapons, and 15 targets rapidly.
Calibrate 200 points by completing Ops activities; Crucible wins also provide additional progress. Defeat 450 targets while using Grand Overture. Earlier 2022 accounts instead cite progress from Crucible matches, Gambit wins and Nightfall completions, with 400 targets for catalyst charge after the quest.
Return to Banshee-44 to receive the calibrated catalyst.

Grand Overture Catalyst: missile explosions blind combatants, and those defeated by missiles explode.

Banshee: "Cabal tech is twice as thick as it needs to be, and three times as heavy."
