Moffat

Overview

William Moffat is the Director of the Department of External Observation (DEO), the United States task force that investigates extraterrestrial anomalies. He is listed as the DEO's leadership, though the source gives no dates for his tenure.

Project BLUE DOOR

Moffat reactivated Project BLUE DOOR with a specific directive: to find a path to something that had taken Dr. Davis and Agent Yero into another dimension. The project began in the DEO's early days to build an interdimensional tunneling device for faster-than-light communication.

Introduction Letter, 1967

Moffat is named in the Introduction Letter, 1967, written by Dr. Annalise Meyers, lead researcher on BLUE DOOR, to Dr. Falkner. The letter reports that the team opened a 15-centimeter tear into another dimension, and that the tear flooded the testing room with Strange Matter.
