Rolling Storm is an Arc trait that makes final blows grant Bolt Charge. While the weapon is amplified, final blows grant extra Bolt Charge. Bolt Charge is an Arc verb, and the trait is the main way to build it on Psychopomp, an Arc Grenade Launcher from Episode: Heresy.
